Before the flooding of the 20██s, the Rocky Mountains and the territories claimed by the City-States were administrated by the Canadian government. With the flooding, many Canadian citizens fled to the higher ground found in the Rocky Mountains and found themselves losing touch with the values espoused by the Canadian Government.
