It certainly wouldn't be too much trouble, compared to just copy-pasting the navbox onto every page! They'll have to go through the usual Template moderation first, but we can scoot it through that queue as soon as one of us notices it. You make a new Template the same way you'd make any other page; just remember to have "Template:" at the start of the page name so it gets put into the right namespace. Good luck!
