Roscoe was shadowed while elsewhere, I feel we should include that in some way, either by saying they were moved to a different office, or told to do some on site surveying of the elsewhere.

How about the following change:
At the end of Season 16, Sundae, having been swept elsewhere, decided not to return but instead devote its time to surveying the elsewhere in hopes of finding new innovations for The Bucket. Due to this decision, it is offically listed as now being in the Wings’ shadows, putting its time on the field on pause.
Sounds good. If it's Roscoe's decision, maybe tongue in cheek that it's to the inconvenience to their supervisor.
