IF-57.916, IF-57.917, and IF-57.918 are all identical, ran them through a text checker. Is this intentional? Is it to make IF-140.28 more rare? If not, they seem unnecessary.

They are not identical. They are slight deviations on one another.
Where are those deviations? I couldn't seem to find any, even with the help of a program designed for it.
The entire last heading is completely different in each one.I'm not sure what program you're using but they are rather different.
Yup! I can second that - they were set up so that we could have alternate entries for the "feedback to the Crabs" section, while still supporting a full page IRM for IF-140.28
